I'm looking for some land to buy. And I have found 3 acres for sale that I am interested in buying. The acreage is outside of the city limits. The lady I talked to says that it is her sons land and he has no intentions of ever moving back to Texas. So the land is up for sale and he has a clear deed to the property. The only thing installed on this property is a septic system which has not been used in a long time. The property use to be in a home owners association but at some point in time it ceased to exist.
I have two questions.
1) Do I have to install a new septic system? What I don't understand is this, are septic systems regulated by federal, state, or county laws?
2) When the home owners association ceased to exist, did the property revert back to non-restricted?
